About Us

Life Education Activity Programme was established in 1994 with the mission to provide positive and systematic health-based preventive education programmes to kindergartens, primary, secondary, and special needs students, dedicated to equipping children and young people with essential life skills and knowledge that empower them to make informed, positive choices. For over 30 years, LEAP has served over 2.3 million students and 100,000 parents in Hong Kong.

  1. Social Welfare Department Public Subscription Permit No. :  FD/R044/2025
  2. Volunteers under the age of 14 must be accompanied by one of their parents or guardians to participate, sharing one flag bag.
  3. LEAP will send out confirmation email to volunteers in early September.
  4. LEAP will provide accident insurance for all flag-selling volunteers.
  5. Volunteers are required to return the flag bags to the flag station within the designated time.  Failing which, LEAP is required to report to the police. (according to relevant government regulations)
  6. The Director of the Social Welfare Department has approved three organisations to hold flag days on 27 September 2025 (Saturday), in the Hong Kong Island District, Kowloon District, and New Territories District. Life Education Activity Programme (LEAP) has been authorised to hold a flag day in the  New Territories District on the same day.
  7. LEAP reserves the rights to change the terms and conditions of flag day without prior notice.  LEAP reserves all rights in case of providing incorrect information, falsely reporting personal information, participating on behalf of others or dishonestly participating in flag selling activities.
  8. Your personal data will only be used for issuing donation receipts, raising funds and communication with you.  If you prefer not to receive any further information from LEAP, please contact us.
  9. In case of any dispute, LEAP will have the final decision and interpretation rights.
  10. LEAP will notify you of the flag-selling location and arrangements for collecting flag bag materials through email or WhatsApp after sending out the confirmation email.
